    Workflow artifact intake

    6 steps
    1. Identify a durable process in source evidence or an authored workflow packet instead of inferring a workflow from a label alone
      action
    2. Author concrete workflow steps, decisions, artifact proof, project linkage, related nodes, and source provenance
      subprocess
    3. Run workflow-packet quality guards and inspect the dry-run for thin steps, missing targets, or ambiguous relationships
      decision
    4. Confirm each workflow target is absent or an explicitly reviewed update before apply
      decision
    5. Human operator approves, rewrites, keeps local, or rejects the workflow artifact
      decision
    6. Apply the packet and verify the workflow route, rendered diagram, project membership, related artifacts, index discovery, and drift
      subprocess
