    1. Identify a durable process in source evidence or an authored workflow packet instead of inferring a workflow from a label alone

    2. Author concrete workflow steps, decisions, artifact proof, project linkage, related nodes, and source provenance

    3. Run workflow-packet quality guards and inspect the dry-run for thin steps, missing targets, or ambiguous relationships
