    1. Start Monday at 9:00 AM America/New_York after the prior Monday-through-Sunday week is complete
      state
    2. Resolve the exact completed window and generate the public-safe analyzer-v6 report artifact
      subprocess
    3. Validate counts, source coverage, privacy boundaries, and observed-versus-inferred claims
      decision
    4. From clean synchronized main, require rollback proof and an additive-only, non-overwriting production dry-run

    5. Treat a verified exact live target as success; send any failure, incomplete target, or mismatch to human operator review
