    1. Select a curated public-safe source and prepare a hydration candidate with stable title, slug, body, and provenance

    2. Inspect the note artifact for useful context, source accuracy, duplicate content, and sensitive material
      subprocess
    3. Decide whether the target is absent, an exact idempotent match, or a collision requiring revision
      decision
    4. Run the note-intake dry-run and record the exact payload hash and rollback target
      action
    5. Human operator approves the note, revises it, keeps it non-public, or stops the apply
      decision
    6. Apply the approved note and verify its route, source metadata, project membership, relationships, and drift
